Patient Bill of Rights

Patients have the right to demand respect for basic human rights guaranteed by the Constitution when receiving medical care. In addition, medical care is something that patients and medical providers should work together based on mutual trust. Kobe City Medical Center General Hospital believes that realizing these things in medical care is of the utmost importance, and hereby establishes the Patient's Bill of Rights.

Patients have the right to receive high-quality, appropriate medical care safely and fairly, without being discriminated against by type of disease, age, gender, social status, creed, or race. The hospital respects this right and strives to provide high-quality, medically reasonable medical care in a fair and equitable manner. We also pay close attention to patient safety in medical care.

Patients have the right to have their dignity as human beings respected to the utmost in the medical setting. Hospital staff are aware that this is a natural human right and promote patient-centered medical care.

Patients have the right to receive explanations and information in easy-to-understand language about their diseases, methods of examination and treatment, their benefits and risks, and future prospects.

Patients have the right to choose their own volition after receiving a sufficient explanation about examinations and treatment methods. Hospital staff will fully explain the examination and treatment methods to the patient in advance and obtain their consent before carrying out the procedure (informed consent).

Patients have the right to seek the opinion of a doctor at another medical institution (second opinion) in order to make their own decisions regarding diagnosis and treatment. doctor respect the patient's desire to seek a second opinion and will respond at any time. Patients have the right to request disclosure of medical records such as charts in order to learn more about the medical care they receive. The hospital respects this right, and upon request from the patient, we will disclose the medical records through the established procedures as long as it does not interfere with treatment.

Patient medical information, such as disease names, laboratory findings, treatment methods, and future prospects, must be strictly protected. You also have the right not to inadvertently expose or disturb your privacy. Hospital staff will strictly handle such medical information so that it is not leaked, and will give due consideration to the patient's privacy.

The development of new drugs and treatment methods is important for progress in the treatment of diseases, and the voluntary cooperation of patients is essential for this. At our hospital, we are also working on clinical trials of such drugs and the development of new treatment methods, and we may ask patients to participate and cooperate. At that time, the patient's informed consent is a major premise, and the patient is free to participate or not. doctor will not treat patients unfairly if they do not participate or if they withdraw partway through.
